Yes - I thought that too and I would imagine that it would only be used
by Benefit Officers (in Councils) if they suspected someone was working
and claiming benefits. As the woman said she played the system i.e.
moved address after a specific date she had been given by the school - 2
miles along the road but her child had been accepted by the school at
that time and her older daughter attended that school.
I certainly do not believe that RIPA/RIPSA was for this sort of purpose.

A council has admitted spying on a family using laws to track criminals
and terrorists to find out if they were really living in a school
catchment.
A couple and their three children were put under surveillance without
their knowledge by Poole Borough Council for more than two weeks.

I think that the council is wrong in law to use RIPA for these purposes
as the Investigatory Powers Tribunal has said in a case (C v Police) in
November 2006 that RIPA should only be used for core or regulatory
functions.
