Although interesting, I am not sure anything really turns on this. If
they are not a processor, then the schedule 1 Part II requirements (such
as due diligence, contract in writing etc) don't strictly need to be
complied with but a controller still need to comply with the seventh
principle. And so if a controller chose a courier known to be lax
with security or in relation to something a little more sensitive chose
not to use recorder delivery/track and trace etc, a potential breach
occurs anyway. Which all gets to the issues in schedule 1 part II by an
indirect route.

Who would say on the parcel ' This is personal data .It could be an
alarm
clock bought from Amazon. You don't get 'This is an Alarm Clock' on the
outside. How can a courier be responsible for personal data ? I would
say
they are responsible for any parcel being transported/delivered by them.
As
has been said if it is valuable you pay more in case it goes missing or
is
damaged.

I would say yes... Where's the difference between a sealed parcel or a
laptop that is switched off or a CD Rom with data on it?
They all still need to be 'opened' to get at the personal information
contained on/in them.
