Your MP on the other hand would be a good route, providing he (a)
doesn't have to do much, and has to think less. (I've had some
-generally productive- dealings with MPs, and I even applied to be one
10 years ago, but the voters of Ipswich weren't impressed enough . . .)
So, if you write to an MP with a ready-written question (PQ) he can
raise with the relevant Minister in Parliament; especially if he's from
a different party to the Government, they are likely to leap into action.
If they have to work out what's going on, and decide what to do, you are
less likely to get somewhere.
[None of this is intended a criticism of MPs who -by and large- are more
hardworking and less self-centred than the public perception is of them
... it's just a recognition of how they (have to) operate because of
time pressures etc.]
Something like
"To ask the Secretary of State for Business Enterprise and Regulatory
Reform whether the Information Commissioners Office has a policy of
non-prosecution where there is unambiguous evidence of contraventions of
offences under s... of the Data Protection Act and other sections, and
if he will make a statment ...."
