Is there a regulator at all? If there is, who is to say that it is the
Council?
When there is an appeal about a refusal to admit a child to the
preferred school, the appeal is handled by an independent panel which is
explicitly separate from the Local Authority - to the extent that the
Appeals Code of Practice makes clear that information generated by the
panel is not subject to FOI.
So I think it's quite possible that admissions are not "regulated" by
the Council at all - they may be administered by the Council, but it's
possible (I emphasise that I do not know for certain) that the Council
is not the regulator.

So who *is* the regulator for [individual] admissions?
If it's Fraud, maybe the Fraud Squad (Police) or is it the DCSF or some
associated quango/adjudicator, which incidentally *does* have oversight
over the legality of a schools admissions policy (from the point of view
of a school potentially having an illegal policy).
