I suspect this comes down to 'what the law requires'.
Given that the information in English may not be 'intelligible' to the
parents then the only way to satisfy that requirement of DPA is provide
the translation.
That said even if you didn't feel obliged to do the translation under
the DPA, 'best practice' (and I suspect anti-discrimination
legislation) would require you to make every effort to assist the
parents and again mean getting the information translated.

I am speaking without checking (never a good idea), but the FOI
requirements are that a request is legitimate in any language, however
the response can be limited to English. I am not sure about the DPA,
would suggest that the same applies. In which case you have discharged
your obligations.
