According to BAA it's "delayed", not "scrapped".

Before you get too excited, it may be the case that the ICO agrees that
taking just one fingerprint (rather than four) restores the
proportionality. We'll see how this one unfolds.
[And I'm still worried that none of these folks seem to have noticed
that there's reportedly also fingerprinting elsewhere at LHR, for the
same "domestic transfer" reasons]
