I have a vested interest in scenarios such as this as someone close to me
was directly affected by someone getting personal information in this way
who should not have got it. This was back in the mid-80's before "proper"
DPA. Take their details and neither confirm nor deny, but get a message the
student that they are being asked for. Let them decide.
Hospital wards are a more difficult area as it's too easy to be obstructive
at the worst time possible....

In a former job as postmaster at a university, we were instructed never
to confirm or deny the presence of any named individual. The reason we
were given was the presence of international students whose home
countries might be interested to know of their presence, but malign
relatives would do just as well.
Our standard process was to tell the requester that we would pass on a
message if we were able to identify the individual sought. I suppose the
face-to-face equivalent would, indeed, be "if I can find them I'll pass
on a message", and the message could be "please contact ..."
