The only criminal offence is Section 55 - unlawful obtaining or procuring.
Everything else is - correct me if I am wrong - a civil breach. Breaching
an enforcement notice can land you in court, but that's not the same thing.
However, thanks to the collective efforts of various butter-fingered
organisations, we might see reckless and deliberate breaches of the
principles made an offence.
