Normally you can only access benefits if you have a "history", whether
that's explicitly by producing ID documents (including in this context a
NI card), or implicitly by having an employment record, made a certain
number of NI Contributions etc.
It's going to look very odd if someone (eg on the witness protection
scheme) suddenly appears from "outer space" as a claimant. [Although
similar considerations must apply to asylum seekers and recent
immigrants].
And of course the "old" identity has 'died', and what happens to their
NI contributions and so on.
But whether such a flag is something I'd expect to see on this
particular "2 CDs" dataset, is another question.
ps I was slightly amused to read a week or two ago that the "Junior
Official" who was originally blamed with the leak was going to be given
"lifelong anonymity". I wonder if that fact is going to be recorded on
any central databases?
