Thanks for the responses on this, is it the same for seminars and guest speakers though?
I would have thought so for seminars - same arguments as already raised, but for visiting lecturers, is the content deemed to be property of the Uni in the same way as those lectures given by employees?
I personally think that anyone should be able to record lectures and interactions with lecturers if they need to refer back, but as Bryan said, There is a need to reassure tutors!

Commission, SKILL and NATFHE, but no one quotes an actual reference or
date.
1994 - is a possible search tool.
