The police should review all missing person files on a regular basis as
each one of them could be a murder, although not many turn out that
way.
If a simple way of conducting a review is to write out and send a/some
s.29(3) request(s) for others to search databases I dare say that is
the way that the reviews will increasingly go.
There will always be a need to be aware of what workloads are being
generated by such requests otherwise organisations will end up in the
position BT found themselves in the past, unable to cope without
committing additional staff to the relevant area(s) due to a simple
task becoming a routine action within the police, the objective of
which was to mark off a particular requirement, the value of which was
rarely questioned and was never measured. As a result the police
obtained direct access to the database so they themselves could
resource the required searches.
Strange how these things can develop.
