As long as the students concerned area aware that they will be responsible for ensuring that tax and National Insurance is paid and that the funding authority will expect evidence that these statutory payments have be made, they can. But in relality most students will not be in a position to manage this. The days of support workers being paid cash in hand (and no questions asked) via DSA, are gone.

Subject: Student Arranging Non Medical Helper
Dear All
I have had a number of students asking to sort out their own Non Medical
Helpers and the implications of this. Does anyone have any information
that they give to students detailing this?
Thanks in advance.
