At our institution, Disability Advisers can support applications from students who seek a parking permit in "Exceptional Circumstances". These tend to be students who do not have a "blue badge" which permits parking in the designated accessible parking area, but who nevertheless have a valid (and evidenced) reason to be granted a permit on the grounds of a disability or health condition. Our Service meets the cost of these permits (£130 each) from "Special Initiative" funding.
Personally, I question that this policy is in keeping with the University's published policy, i.e., to ensure that no-one is disadvantaged as a consequence of their disability, its legal duty to promote equality of opportunity between disabled people and other people, and to take steps to take account of individuals' disabilities, even where that involves treating disabled people more favourably.
From the perspective of our Service, if involves additional paperwork in transferring funds between different departmental budgets.
However, we have been instructed by senior managers to work within the currently adopted procedure.

As ever, car parking on site is tight, and our HEI has asked students
in accommodation not to bring cars. Do other institutions allow
parking to disabled students without a blue badge? e.g. with hidden
conditions such as CFS?
