That does not provide any fuller answer, as a written description of a
persons features, whilst potentially not as accurate, in many cases can with
time and effort provide just as good and in some areas a more clearly and
openly detailed description of a photograph as it is interpreted by the
writer or any reader.
Broadening the subject beyond the collection and storage of various visual
images for a moment, the purpose that any personal data is available or used
for beyond the original intention of the parties involved is an increasingly
major risk. Could people generally be interpreting function creep in ways
which match their views, interpretations and experiences? Answering that
question in the affirmative certainly appears to provide some accurate
forecasts of reactions and assists any prognosis on any changing privacy
views, how they build and what strengths them. In that sense the reaction of
public sector staff to their own data being recorded and used outside their
organisation by the people they are serving could well be nothing more than
a reflection of how they perceive their clients data being used within the
organisation with hidden activities merely feeding stronger more resilient
beliefs and reactions.
