As ever, explore the risk analysis.
If you are trying to prevent a repeat of Glasgow, are you really
expecting to have a little man who asks:
"Before you drive that burning Jeep in here, can I just check to see if
your face matches the photo on the windshield?"
And if someone is inspecting the cars later in the day, an ID card won't
help when the driver isn't at the wheel, but a normal parking pass might
(once you understand what your strategy is for "dealing with" uninvited
cars at that point). Of course, I'm sure the NHS employees allegedly
involved in this current scare all had properly issued and valid passes
for their workplaces. Even ones with photos on.
