Just as a postscript to this enquiry about providing details of occupiers
of houses in multiple occupation to the Environmental Health Department,
my own EHD says it would not normally expect to ask the University for
this information. If they need to identify occupiers, e.g. because of a
noise complaint, they serve a stautory notice on the owner - who is
obliged to supply.
That being the case the argument for saying it is necessary to ask for any
information held by the Uni seems weak. However if they did need it, they
seemed to think they had statutory power, but would serve a formal notice
rather than an informal request. I did not enquire into the basis of the
power.
