Well what might be clear to the sender might not be so clear to the
recipient. Email addresses are in different formats - the most common might
be as illustrated.
But I have been sending emails to many universities, and I have found
examples where the first name and surname are in reverse order. Where both
names are a possible first name it would not be apparent what the actual
name of the person is.
I have also found where a first initial is concatenated with the surname.
Again the actual name of the person might not be obvious.
I am sure that one might think of other examples.

The Act says that a request must include the name of the applicant and an
address for correspondence. The Commissioner has confirmed that an e-mail
