The Scottish Information Commissioner ruled against withholding
information under the Enterprise Act (landmark ruling) - I think though
this is being contested in the Court of Appeal but I think this only
applies in Scotland in any event.

You could always try the Enterprise Act although I would disagree with
the
statement that Council Tax has been watered down. The law still remains
that
sharing, with about two exceptions, is still unlawful and even the ICO
admit
tghat their comments do not take into account any law which prohibits
sharing.
