Telcos (and ISPs) regularly used to, pre-RIPA[1] (and hence the
cost-recovery options in RIPA, and the SS Fraud Act). Of course, we are
talking about numbers of requests well into six figures annually!
Law Enforcement used to pay on a strictly cost-recovery basis (although
there were naturally a few disputes about what the costs actually were),
but DWP, when I last heard, were proposing a flat rate of £15 an hour.
Compare and contrast with FOI costings.
[1] In the few remaining circumstances where 29(3) is more appropriate
than RIPA they might still do so.
