I have just come across this report on the BBC web site.

Again the question arises as to whether a post code make the data personal
data, i.e we are back to the definition of anonymous;
Assuming the data is likely to be personal data, I wonder what Schedule 2
condition is applicable, i.e. can a pupil of 10 yrs old give consent or
whether in the case of health-related questions they are allowable under
research in S.I 417.
Even if this meets the basic legal requirement, it would not get past our
ethical scrutiny for a research project.
