I don't think the point being debated below really matters as the woman
in question persuaded the owners of CCTV footage to pass the material
over to her under the DPA.

Absolutely spot on. The individual is entitled to receive a copy of the
data relating to her, but gets no rights to reproduce and redisseminate
it as the material is copyright of the creators of the CCTV images.
