Not necessarily. If there's no explicit appeal route (and there may be,
I'm not familiar with the specific statute), then the only appeal
possible is to apply for judicial review on the grounds of illlegality,
irrationality or procedureal impropriety.
But I suspect the decision would have to be 'barking' for any kind of JR
to succeed.
I am sure there are many people on the list far better informed about JR
than me .. I look forward to their comments.
