I guess the terminology does not refer to the type of contractual relation
the person has with the organisation he/she work for, but to a convention
used by Assessment centres.
I happen to know the story of a Assessor who worked for two or three
assessment centres and did not have a contract of employment with any of
them. It suit him and the centres, but in practice, he was a rather 'free
lance' strictly speaking. I.e. hoping that nothing would happen to him when
taking the tube crossing London or cycling!
