Most of my companys' work tends to be for governmental organisations in both
education and health. I have never been asked to provide anything other than
my bank details. Unlike Roland I usually get paid through bank transfer
(though not exclusively) and I have found all my public sector clients to
pay on time everytime so long as the invoice is correct, with the exception
of a certain branch of the Police Service!
I also occasionally work via agents which is always good for being paid on
time and again, have never been asked for NI details or similar.
I would not provide NI details for these purposes....

In more than 20 years of business, only one client has ever paid money
directly into my bank account (either as a regular thing, or when chased
for late payment). Firms seem to like the extra leeway while the cheque
is "in the post", and thereafter while going through the banking system.
