I am also a statistician and data analyst and the contribution below was

contradictory.
I was just putting a different perspective on it.
I spent many years analysing Government surveys which did just have
codes
and trying to work out what the codes might mean based on the coding
frame
and the flowcharts.

Except that one would hope you either have absence or you don't,

In surveys/data a blank in a field (corresponding to a particular
question or variable) might have meanings including the following:
Not available
Did not apply
Zero (though I would have thought this would normally be 0)
The coding frame should specify these.
Of course, an absence of a record would be a "non-response". There can
be many reasons for this. These can include that the person declined to
respond and that they were not found.
