I'm puzzled as to why a contractor/consultant would willingly hand over
details like NI and bank accounts to their client. Although I've never
had a public sector client until recently (a small job is under way at
the moment though) it would certainly ring alarm bells if I was asked
for that information, which I would instinctively regard as "excessive"
for the purposes of them paying my invoice.

On the other hand I *have* been a public sector creditor, if being owed
a council tax refund counts under that heading. Once again, I wouldn't
want to hand over the details mentioned, in order to get my money back.
