I agree - surely disclosing nothing tells you nothing. Any conclusions
you choose to draw from this can only be speculation. Going back to the
original scenario, the lack of an absence file does not tell you that
the person was at work on that day - it tells you that no record exists.

If the answer "zero" is in the file, that is not silence, it is a
statement that the person has not taken days of illness. If there is no
record whatsoever then that cannot (in my humble opinion) be personal
information.

Yes, lack of information can be personal information. An easy example is
the number of times an employee has been disciplined, or the number of
times they have been absent through illness. Giving the answer zero in
either case immediately tells you something about the individual.

Can silence indicate personal information? Can the situation implied by
the lack of a record be personal information. For example, can the lack
of an absence record be personal info in that it would indicate that an
