I have worked with Public Authorities that have decided to "ban" email
addresses where the server is (as far as common sense can determine)
outside the UK (typically in the USA). The argument being that people
may be emailing personal data (or indeed protectively marked documents).
Within the public sector, the use of gov.uk email addresses, and similar
techniques, are possible suggestions for in-house email; but there are
always people outside the reach of such schemes who need to be sent
emails from public authorities.
Offshore web hosting is another example of the same set of issues.
