You will also find a little realised issue, in that the NINO is not always
unique, and so any systems that wish to use the number as a unique number are
not advised to do so. Hansard makes reference to it I recall, and it was also
muted as a possible "unique learner number" for the then DfES "Managing
Information Across Partners" (MIAP) group, but was scratched because, if I
recall correctly, the uniqueness was in question and it would require an act of
Parliament to use it in this way (I am willing to be corrected on that last
point).
