I think you will find that the NINO is not "protected" in the way you
suggest. It is "owned" by HMCR and DWP who "do not support use for any
other purposes".
And if they don't support any other use then things like validation of a
number against their records will not be available.
I have never found anything which prohibits anyone collecting it or, indeed,
using it as a reference number. This usually falls at the first hurdle when
the lack of a NINO for certain groups is realised. (E.g. foreign students.)
