As far as I can tell it is generally unlawful.
The issue is that people feel very threatened by the silence, or think their
partner is having an affair. There now has to be at minimum an
"Informational Message" saying who "is calling and failing"

Tim,
I have obviously missed this change in regulation / enhancement / new
interpretation. Is it only illegal for sales calls? What about outbound
calls from customer service centres, where there is a customer relationship
in place?

Not sure if anyone is following this. It's all about predictive diallers
and there being no agent present when the call is answered. This is now
unlawful.
