hi,
I must admit it is easier to use blackboard with newer versions of
Jaws.
Blackboards HTML is not the best, and it does use frames, does version
5 support HTML frames ?.
I would suggest trying a try using newer demo version of jaws to test
against blackboard, to see if it is a Jaws version problem or a
blackboard problem.

With respect, I am not sure that HTML is your problem. JAWS will cope
with
the web and that is entirely HTML. In fact, this reply is being
generated
by a user of JAWS (in this case, Version 5).
Need a lot more specific information to be of any real help. Does
blackboard display as web pages?
