Google Toolbar's spellchecker could be disabled from its Settings menu. I
wonder if your system admin could set that and then disable the Settings
menu for all users...

found the ICO's guidance on transferring to another country. The say

Google has signed up to Safe Harbor, however previous discussion on this
site seemed to come to the conclusion that Safe Harbor was worthless. Any
comments ?
