Well, yes they could be as they are our Customer Service Centre and take all
calls for the Authority, often filling in on-line sensitive forms.
I agree with you, though the ICO guidance on Transfer of Data regarding
Principle 8 is if they they've signed up to Safe Harbor it's fine. It
doesn't confirm that Principle 7 is satisfied though.
