Well, if it was advertising a local car showroom, yes, but not something
that would be considered to be beneficial to the employee - and the
employer.
If required a separate mailing could be sent out to all staff.
Of course, if the employer doesn't think that this is something that they
could recommend then obviously they wouldn't wish to be associated with it
and wouldn't agree to the mailing.
I would imagine that they might consult with staff representatives/trade
unions.
