I have a similar problem. My local secondary school has a "Travel Plan",
which is all about safe journeys to school (and with a secondary agenda
of getting kids out of cars and onto foot/bike/bus instead). We'd like
to build a profile of where the kids live, to see how practical it is to
make much progress (only a tiny number are in fact driven to school, and
perhaps they are mainly from far away).
Anyway, the school obviously has all their postcodes, but claims DP
issues in letting us use them in this way. There would never be a
publicly available list, maybe just a few population density contours on
a map.
