In the case of ports see, for instance, Port of Dover Police:

"Between 1836 and 1933 the harbour was policed by members of the Dover
Borough Police, on a re-payment basis. The cost of policing being wholly
paid for by Dover Harbour Board. The cost-conscious Board eventually began
to question the high cost of privately employing Borough Constables and in
April 1933 decided to terminate its policing contract with the Watch
Committee. From that time onwards, the Board began to nominate their own
staff for appointment as Constables. The legislation used was the _Harbours,
Docks & Piers Clauses Act 1847_. Section 79 of this Act permits the
attestation of Constables by two Justices of the Peace. Once appointed, the
Officers have full police powers on any land owned by Dover Harbour Board
and at any place within one mile from any owned land. This is still the
legal authority used to day. The Board owns property in various parts of the
town and this effectively means that the Port of Dover Police has the
ability to exercise police powers over a wide area, often many miles from
the port itself."
