Hello Amanda et al. I gather the way I see the point is this. Accessibility
(parity of opportunity) is a duty or say the 'governing pple'.
Reasonableness is a criteria to allow the institution to decide the
procedure, the tools, to ensure its students are not at disadvantage. (I.e
There are many ways you can build a bridge). Because of that,
reasonableness depends of local-organisational-factors, and that is the
reason there is o much confusion about how to use the dsa. But besides how
you use your resources, and how responsive is the relevant LEA to agree that
you can also use theirs, the duty is yours. The duty to provide 'auxiliary
aids and svcs' may be a permanent reminder of the governing principle.
Another way of compounding a meaning to that phrase 'auxiliary' could be
'whatever else needs to be done or provided' to achieve equality of

There is alot of inconsistency in DSA. I have assumed that cost of
braillist would come out of NMH, so like Paddy I would be interested to
know why it seems to be related to general allowance in this thread.
Andy mentions auxilliary services. Am I right in thinking that the
printing service of an HEI would be an auxilliary service but the actual
brailling would not be? Is it a case of breaking down the costs and
looking at which bit is auxilliary and which isn't?
