This must be the LEA's interpretation of the administration of DSA's. If
you refer them to the DfES guidance on administration of DSA's (and this
is for the 2006/07 academic year) section 90 page 21 the DfES guidance
states that payments can be made shortly before the start of the course.

Dear all
I have recently come across of couple of LEAs who have told students
applying for DSA that the LEA will not release any funds for equipment
or other support until the student has actually enrolled on their
course. This seems unnecessarily harsh to me, and will be a serious
delay for those students involved.
Does anyone know whether this is just random decision making by a few
LEAs or whether some new guidance has gone out to all of them?
