Is the situation that she has been discontinued from the course? If so
she could apply for mitigating circumstances based on disability
evidence so that the exam board reconsiders the decision. However, if
this is the situation, she may be out of time to enter this.

Dear Caroline
I agree that it seems surprising to make the student re-apply rather
than defer, but I would have expected that there would be some provision
for those people who miss some or all of a placement due to illness or
other compelling reasons. In a similar case here at Brookes, a student
was allowed to re-take a placement for similar reasons.
Do you know whether the student has been offered a place if he/she
re-applies?
