Unless I have missed something, the DDA does cover it. If the book is
needed by a number of students it might be worth contacting the DRC. I
have very rarely had problems with publishers in the past when I have
asked for the original (usually Word) copy of books.

There is really no excuse for a core textbook like this not to be
available
in accessible, electronic format. I really don't understand why DDA
doesn't
apply to publishers producing new versions of books.
Psychology: The Science of Mind and Behaviour, Fifth Edition by Richard
Gross was published in June 2005 and is supplied with a CD ROM, which
the
publishers presumably have made efforts to ensure is accessible. The
publishers must have an electronic version of the book. The author
probably
typed it up in Word!
If you are getting nowhere with the publishers, why not look up the
contact
details for the author and contact him directly? Maybe the publishers
can
put you in touch. He writes books for GCSE/A level studies so might be
contacted via the Assessments and Qualifications Alliance (AQA). The
author
might be able to put pressure on the publishers to release an
accessible
version of the book.
Can I also suggest you ask the course tutors to help - they have a
responsibility to take reasonable steps to ensure their course is
accessible, which I'd argue includes doing a bit of research to ensure
the
books they recommend are available in accessible formats. Maybe if they
contacted the publishers and suggested they might no longer be able to
recommend students have to buy a book that isn't available in an
accessible
format when other authors and publishers do make the effort, the
publisher
might start to realise they have to take this issue seriously
