What is the purpose of the CCTV monitoring?
If the purpose did/does not include internal management purposes would the
use for those purposes be proper?
Some homeless people may wish to avoid the premises if made aware that
reviewing of the CCTV will take place for other than problem circumstances
(others may just not visit anyway), so they would need to be informed by
signing. Should the shelter wish to make that decision on their behalf I
would suggest the word would soon spread anyway, potentially resulting in
an erosion of trust in the organisation and a loss of some clients.
Should the homeless unit generate its income from the proper completion and
submission of paperwork to the authorities, a more appropriate and
effective method of dealing with the difficulty would seem to be to explain
to the member of staff the implications of a lack of paperwork on funding
for the unit. From memory (some work I did a number of years ago),
financial together with the DP and normal financial audit issues involved
in the accuracy of any records that homeless units have to deal with can
cause tensions for managers in those areas.
