I have looked at your interesting document.
I note what you say regarding: "It might not be appropriate for some
documents, for example committee minutes."
My own advice in relation to the Freedom of Information Act was that
certainly such items should be listed in the Publication Scheme (even if not
the full item be published on the website).
Then a member of the public can place a request for a particular document
rather than a blanket request for all Minutes - or anything containing a
particular item.
Then a decision can be made as to what needs to be held back from the
document. It shouldn't be the case that a whole document is confidential -
and even then the public should be make aware of the existence of the
document.
This will save staff and requesters time and money.
