Without knowing anything about this area if you do what you have stated but
if the usage policy states that the information can be used for this purpose
and also amend the Data Protection registration - I should add that I have
not worked on a day-to-day basis as a Data Protection Officer.
It would no doubt be better if you could operate without using the CCTV
against staff, because after all it is obviously used to protect the staff.
I am sure that the proper registration of homeless people if for the
protection of staff and the organisation.
I would have thought from a HR point of view that the member of staff might
be notified that a complaint has been made etc. and see if the situation
improves.
Presumably the member of staff is just on a contract which would enable him
to be moved to another client, unlike a permanent member of staff.
I personally would have thought that using CCTV footage is a step too far.
Clearly if there was serious criminal activity that would be a different
matter.
And indeed would another one of your agents wish to go to work in a place
where they thought that they were being "spied" on.
