But the ERO is a separate entity to the Council. I know they can share
information from the Council Tax database but was not aware they could
just come in to any department throughout the Council.
As for address changes throughout Council - yes, there is plenty impetus
but no legal basis for doing so. Have you found one? We have taken
Counsel's Opinion on this for using the CT database and that is a no go
although I believe some Councils have gone ahead....

Yes,
The ERO has the powers to obtain this information. See the
Representation
of the People Act 2000. A proactive ERO is going to ask for this
information rather than waiting around for the citizen to realize that
this needs to be done. I would think that this is good customer service
and proactive working on the ERO's part and something to be encouraged.
The ERO can inspect any records necessary to fulfil its duty.
There is also the e-government impetus to have address changes shared
across a council so that a person can contact one department and the
address change is registered across the council.

[data-protection] Information Disclosure to Assessors (ERO)
Hi All
Anyone come across similar. ERO have approached recycling unit as
people phone in to say that they are now in a property/new property and
wish a recycling bin etc. ERO want to be informed when these details
come in. I do not wish to disclose as we obtain the information for the
purpose of wheelie bins etc. Do ERO have powers to make us disclose
that information. I would not have thought so and they are a separate
entity to the local authority.
Any comments would be appreciated.
