I thought that repeated requests from the same person were a vexatious
request.
Apparently not.

"Repeated and vexatious requests
Repeated Requests - If a public authority has previously complied with a
request for information that was made by a person, it does not need to
comply with a repeated request from the same person (ie an identical or
substantially similar request) unless a reasonable amount of time has
elapsed between compliance with the first request and receipt of the
second."
In the vernacular one might regard such requests as "vexatious" but the
technical term is "repeated" requests.
(Somewhat appropriate considering that it it the Prison Service - maybe they
should distinguish between repeat and vexatious offender:))
