Yes, but there is no requirement to prove their identity, so the request
could come from "Mickey Mouse" and you would still be required to answer
it.

Could they? FoI(S)A section 8(1)(b) says "states the name of the
applicant and an address for correspondence", and I see there's
identical wording in FoIA, also in 8(1)(b).
Maybe Graeme could mention his concerns to the requestor? Presumably
the request could be withdrawn and resubmitted through a proxy. Perhaps
the requestor thinks it's not actually important to be anonymous.
