I would say you would have to release it. The only thing you must not
disclose is confidential references, or in some rare cases you might
need to contact a medic for permission to release a medical report.
Everything else should be accessible.... Even 3rd party data can be
supplied if that 3rd party's interests are not compromised. Ultimately
there are two schools of thought; give them everything that you can, or,
withhold as much as you can. The 1st way demonstrates openness,
transparency, builds trust and best of all, takes up none of your time.
You just make an appointment for them to view their file (supervised)
and then they can take copies of whatever they want. It's a win, win.
If there's something on a personnel file that causes the organisation
embarrassment, you should be asking why was it was put on file in the
first place.

Subject: [data-protection] Simon re: Employee SAR
Dear All,
We have recently received an employee SAR to look at their personnel
file.
There is some confusion as to what information the individual is
entitled to see. There is some "confidential" correspondence on the file
regarding staff absence, would we be compelled to release this or is
this out of the remit of a DPA SAR?
Many thanks
Simon
