I'm not sure about "criminal records", per se, but court records are
certainly public domain, and thus any judgement or sentence imposed is
theoretically public knowledge. These are open to publication by
the press (except where reporting restrictions are imposed, and such
restrictions rarely relate to the publication of details of an adult who
is convicted of a criminal offence).
In practice very few records of court proceedings are published, but
this is mainly because of constraints on publication space etc that
don't apply in our modern computer age. It is not difficult to imagine
an on-line publication deciding to publish details of every criminal
conviction handed down ...
