With DPO's being in a position of 'trust' within their organisations would
that not qualify them under those general criteria? Certainly the
Safeguarding Vulnerable Groups Bill seems to indicate so.
The police actually vet every member of staff and external contractors, with
particularly sensitive posts being vetted at higher levels - how would they
fully meet the laid down criteria for all of the various roles involved if
automating the trust issue was not the main driving force there?
Prior to the CRB, requests were made to vet people like babysitters, or home
cleaners for police officers because of the information they may come into
contact with. Some roles clearly meet all of the documented criteria for
physical substantial access to vulnerable persons, and yet are not vetted
why?
Is access to personal information about individuals, some of it highly
sensitive, not at least as potentially problematic as physical access? In
terms of potential damage what actually differentiates 'data access' from
'physical access'?
Where does any responsibility sit when problems occurr, as they do, with
staff who have been vetted?
Does vetting affect organisational moral/ethical mores in any way?
Can vetting lead to a reduction in responsibility?
In the DP arena what purpose does vetting actually serve and hence when is
its use appropriate?
